Welcome to Polkadot Governance News #19 JUN24. Since last time, the Decentralized Voices (DV) program's new cohort has started working. The Web3 Foundation provides these individuals & teams with significant voting power to govern the OpenGov.
The DV program aims to foster community representation in governance decisions, while the selection process prioritizes active engagement, diverse perspectives, and contributions to the Polkadot ecosystem.

1. Referenda Digest
1. Polkadot Referenda 905: ”Reward Mode” — Unlocking Gaming Rewards with Polkadot. TapNation is introducing 734,366 new users to the Polkadot ecosystem, adding 73,437 new wallets every month throughout the partnership period.
- TapNation’s “Reward Mode” feature will integrate tokens, NFT rewards, tutorials, and leaderboards into mobile gaming, aiming to attract 734,366 new users to the Polkadot ecosystem.
- The experienced TapNation team selected Polkadot for its seamless blockchain integration, high transaction capacity, and robust security.
- The project will handle user profiles, distribute rewards, track leaderboards, and integrate wallets
- Requested amount: 70,835 DOT
Polkadotters opinion: AYE. Onboarding new users to the Polkadot ecosystem is one of the goals that we all have. TapNation’s integration of tokens, NFT rewards, and educational content within their mobile games aligns well with Polkadot’s vision of interoperability and mass crypto adoption, making this a strategic and mutually beneficial collaboration.
2. Polkadot Referenda 899: Revised Proposal: Polkadot Sponsorship of traditional Family Office Investment Conference Series
- Harbour Industrial Capital is proposing to obtain a marketing budget to sponsor a series of ~20 major global family office summits and investment conferences.
- The purpose of the sponsorship is to attract untapped capital into the Polkadot ecosystem by providing a platform for Polkadot-based projects, ambassadors, VC funds, and other ecosystem players to raise capital.
- The proposal has been revised to be more inclusive, with all Polkadot ecosystem teams invited to fundraise alongside Harbour Industrial Capital.
- Requested amount: 164,989 DOT
Polkadotters opinion: We have supported the previous referendum 731. With the updates in this revised proposal, such as greater inclusivity, which would help ecosystem teams fund their projects by presenting at family office conferences, this proposal makes good sense. AYE.
3. Polkadot Referenda 877: Proposal: Expanding the Polkadot ecosystem with Polkadot for Beginners (book) v2
- The proposal is to update a book called “Polkadot for Beginners” to reflect recent developments in the Polkadot ecosystem.
- The book will include updates on OpenGov, Polkadot v2.0 features, and new parachains.
- The goal is to provide accurate and comprehensive information for newcomers to drive community growth.
- Requested amount: 40,000 USDC
Polkadotters opinion: NAY. We endorse your efforts and contribution, but in today’s fast world, we see no reason why a book on Polkadot would be of value to newcomers. Given the fact that the technology is constantly evolving and JAM may be in place in a year or so. For this reason, we NAY this one.
2. Community Spotlight
In the Community Spotlight, we focus on key Polkadot ecosystem members commenting on recent referenda.
In this edition, we hosted Kukabi from Helikon Labs, one of the delegates from the 1st cohort of the Decentralized Voices program. He gave us his opinion on the ref. 895.
Polkadot Referenda 895 summary: 895 is an update on Polkadot referendum 644, which is an Inter Miami Sponsorship, now called Sports Sponsorship Fund. Sean Orsen secured 968,000 DOT, now in a multisig wallet controlled by 9 trusted community members.
Due to DOT’s devaluation, Sean Orsen seeks a 598,000 DOT top-up via Proposal 895.
Kukabi: I heavily opposed the Inter Miami proposal (#644). Why? Although I’m not categorically against the effort, I thought and still think that it’s not the right time for such heavy-weight sponsorship deals for Polkadot.
My second point, as can be seen in my comment under the proposal, was that if we HAVE TO do such a deal, then we should do it where the real football is being played, such as England, Italy, etc., and we should find better-suited deals for the USA, such as basketball.
And then came the Inter Milan offer (#866), which proved me right: Polkadot could indeed get a better deal. But for decent organizations, a promise is made only once. So we have to commit to the result of the Inter Miami deal.
And now we have the Inter Miami top-up proposal (#895). Should we do it? Yes, we have to. Why? Because some lessons will only be learnt by committing totally and absolutely to multi-million dollar mistakes. AYE.
